I beg to submit for your information that at 9 a.m. this morning the YUN TAI CHAN Grocery shop came to report and stated, "Our shop is established in the British Territories. We wish to transport 25 pigs by train to Tai Po for sale and are afraid that misunderstanding may happen on the part of your picket. We therefore make a report on the matter previously and ask you to instruct your men to note accordingly." According to regulations I sanctioned and chopped my seal. The shop in question is really within the British Territories. Shope in the British Territories are not to be interfered with to transport articles for sale in reference to the regulations and they were not violating the Picket's regulations. Unexpectedly when about 5 or 6 pigs had been transported the shop was roughly disturbed by several disobedient members of the 8th and 9th Pickets who did not make any report before they took action. At that time the master of the shop and his fokis and wife were unusually frightened on seeing the circumstances and ran away towards the British Territories. The members of the pickets eventually fired their guns to shoot them. They managed to make their escape but only 2 fokis were arrested and 2 pigs were taken back. I was at the time trying my best to settle the matter and briefly said that they were unable to handle affairs in the British Territories and that they should have not made themselves open for unfav- ourable discussions by the people. They were also assured that their action would result in diplomatic interference and the procedure they were teking was improper. They were advised to release the pigs and the fokis. Unexpectedly they took no notice of the good words and in return they said that I had received bribe. They therefore made much noise.
